Is this a TAX Increase or not???
If the Government forces me to purchase something via a MANDATE, how is this not a tax increase? How will this effect small businesses everywhere?

Tax increases, at this point of time when the economy is in a trillion-dollar deficit, appear inevitable. But what the government must ensure is that the middle class is not affected much because it is already burdened.
